See, I firmly believe that incentives predict action. If you want people to do a certain thing, or behave in a certain way, just make the rewards of doing it so great, and the punishment for going against it so severe, that all rational people will go along with your will.

That is absolutely true! What on earth were they thinking? But also, it leaves people who work their backsides off right out in the cold. Not a great business plan.
