Oh my goodness. Don't even get me started. This is not-so-subtle thuggery.

After reviewing my records, I found that I had paid the fee on time, every year. The state representative I spoke with on the phone told me that I should just pay the bill I received and dispute the cost later. She told me that it can take the state months to resolve a dispute, during which time I’d be liable for further penalties and fees.
