I was never allowed to have chewing gum of any kind. But we did allow our daughter to have some very, very occasionally. I found that the more she had, the more she wanted it, so we stopped buying it. It actually is addictive. As for the laws in counties, I think it's fair enough. The trouble is the language and meaning tend to get convoluted, and people suffer.
